Should the United States condition further Ukraine aid on a defined end-state and on European ammunition production, or treat support as open-ended for as long as Kyiv holds?

Gastonia, NC Correspondent — Open-ended isn’t a strategy. It’s a feeling that resembles one on television.

Kyiv holding is a condition of geography and will. It isn’t a definition of done. Without a picture of done and a European factory attached, we’re running a magazine as a moral subscription.

Condition it, and not as a quiet abandonment. As a contract with two clauses I could explain to anybody. What outcome we’re buying this year. And European ammunition leaving European doors on a schedule somebody can audit.

If Europe can find the adjectives it can find the second shift.

Owatonna, MN Correspondent — I wanted Ukraine to survive the first month. Survival isn’t the same file as an unlimited draw on American industry.

Package it like a farm contract. Deliverable, season, inspection.

The number that concerns me is artillery. Ukraine is firing several thousand rounds a day and American annual production of that shell was in the low tens of thousands before February. You cannot subscribe your way out of that arithmetic — you have to build lines, and lines take eighteen months.

Telling European capitals that solidarity is a shift rather than a speech is the moral act if you actually mean the help.

Bismarck, ND Correspondent — Hold the line and don’t write a blank cheque on a tired shop.

Condition it on a sentence about done and on European shells somebody can count.

Kyiv’s will isn’t in doubt. Our inventory is. If Europe won’t run nights, we shouldn’t run our last stocks as their first answer, and that’s a bill rather than an abandonment.

Wheeling, WV Correspondent — This valley understands a war that lasts longer than the speech that started the collection.

Ukraine was invaded and that fact hasn’t moved. American help in the first chapter made sense. American help as an open tab is how you skip the argument about aims, and aims aren’t cruelty. They’re how a republic stays a republic while it fights.

Condition the next large bill on two visible things: a written theory of enough, and European output that isn’t a press note.

If the theory of enough has to change because the front changed, change it in public. Public is the opposite of as long as it takes.

Tyler, TX Correspondent — East Texas can hold two thoughts. Russia started this. The United States isn’t a well with no bottom.

Aid without an end-state is how Washington avoids drawing a map, and maps are rude — they include frozen lines and ugly bargains Kyiv can’t say first.

That doesn’t mean we owe silence. It means we owe a conversation about what we’re willing to underwrite this fiscal year.

European production as a condition isn’t a trick. It’s the only way the tab is a coalition rather than a customer and a store.

Long Island, NY Correspondent — Aid that can’t describe done will be described by the first exhausted Congress, and I’d rather describe it now.

A defined end-state isn’t a diktat to Kyiv. It’s an American sentence about what this country is buying: a Ukraine that remains a state, a Russia that pays a price that deters a repeat, and a European flank that isn’t a permanent American fire service.

Conditioning is the pro-Ukraine position that can still be true in 2024. The hymn is the position that dies in a primary, and when it dies it dies late and bitter and with a domestic revolt that helps the invader.

I’d rather hold the position that lasts.

Las Vegas, NV Correspondent — A house that comps a player without a limit learns the limit at four in the morning.

Kyiv’s hold is necessary. It isn’t a credit line. Package with a cap, a review, and a European production annex, and if the annex is empty the package is smaller.

Shortages travel. They travel to a Pacific planning staff and to a price at the parts counter, and those aren’t unrelated files.

Knoxville, TN Correspondent — County people will fund a war they can explain. They won’t fund a tab they can’t.

Explain it: Ukraine remains a country, Russia doesn’t get a cheap reload, Europe makes the shells that Europe’s war consumes, and American high-end fills the gap only we can fill.

That’s a conditioned policy. Open-ended is the same paragraph without the verbs.

I’m not for a surprise cutoff. I’m for verbs.

Cheyenne, WY Correspondent — Fund what changes the front. Write down what enough means. Make Europe run the presses.

I’d add the thing that gets lost in the ammunition argument. The howitzers we’ve sent came out of stocks that exist because somebody planned for a war we didn’t expect. Replacing them isn’t a favor to Ukraine. It’s rebuilding our own insurance, and it should be in the same bill.

Fund the replacement or admit you’re spending the hedge.
