The question treats the departure as an event. It was a deadline, and everybody could have read it in January.
He was a special government employee. That designation carries a statutory limit of a hundred and thirty days of service in any three hundred and sixty-five. He was designated in late January. A hundred and thirty days from the inauguration lands at the end of May.
He announced his departure on the twenty-eighth of May, in those exact terms — his scheduled time coming to an end.
I read copy for a living and I want to be precise about what that means for this question. This was not a resignation, a falling-out, or a loss of interest, whatever else was going on by June. It was the expiry of a term that was fixed by law before he started, and anybody with a calendar could have marked the date on the first of February.
So the question “can it survive without him” was answerable on day one, and the answer depended entirely on whether anybody built for a date they already knew.
That reframes the whole assessment. If the project has an officer with authority, a published metric, and a working access arrangement, it survives, and the hundred and thirty days were used to establish those. If it does not, then the plan was to have a famous man in the building for four months and no plan for month five, which was visible on the calendar the entire time.
Eleven weeks in, the honest answer is that we do not have the dashboard, we do not have the statute, and several of the senior people went out with him — the operations lead, the counsel, the communications adviser.
Not a departure. An expiry, scheduled, foreseeable, and apparently unplanned for.

Minnesota has watched a famous superintendent arrive, frighten the central office, and leave. Some left a budget process. Some left a clipping file. What is different here is that everybody knew the leaving date in advance, and that changes the grade.
The special government employee designation exists in law for exactly this purpose — bringing outside expertise in temporarily — and it comes with a hard limit of a hundred and thirty days in a year. The White House confirmed the designation in early February. The arithmetic was public from that moment.
So the correct question is not whether the project survives the principal. It is what was built during a term whose end date was known before it began.
Here is what a competent temporary engagement produces by its expiry, and I offer it as a checklist rather than as a complaint.
An officer. Somebody Senate-confirmed or otherwise properly appointed, with signature authority, who continues after the temporary people leave. Not a coordinator — an officer whose name is on decisions.
A metric. One published series, defined the same way each quarter, that a successor cannot quietly redefine. This Forum has been asking for the improper-payment table since March.
An access arrangement. Written, scoped, with a legal basis, so the vendor file arrives for a person nobody has heard of.
A referral pipeline. The programs that need a statutory change, packaged and sent to committees that have to vote.
Four items. All of them are the work of a temporary engagement rather than a permanent one, and all four were achievable inside a hundred and thirty days.
Eleven weeks past the expiry, none of them is publicly visible. What is visible is that the operations lead, the senior counsel and the spokesperson departed at the same time, which suggests the team was a team rather than an institution.
Now, I will give the other side its due, because there is a real argument on it.
The access that was obtained in February and March did not exist in January, and getting it required somebody whom agencies could not simply outlast. That was worth having and a deputy nobody had heard of would not have got it. Founder energy was not decorative. It was the battering ram and it worked.
But a battering ram is used to open a door so that somebody can walk through it and stay. The measure of the exercise is not whether the door opened. It is whether anything was installed on the other side before the ram was returned on schedule.
That is what August is for measuring, and the answer so far is thin.

The loud cowboy got the gate open. The ranch still needs a book. That is the frame, and the fact worth teaching is that the cowboy’s departure date was set before he arrived.
A special government employee may serve a hundred and thirty days in a year. That is statutory, it is not discretionary, and the designation was public in early February.
So put the exercise to a class. You are running a temporary engagement with a known expiry four months out. What do you build?
They will get it quickly. You build the thing that outlasts you, and you build it early, because the last month is always consumed by the departure.
And the follow-up question is the useful one. What is the difference between a person and an institution?
The answer is that an institution’s decisions do not depend on who is asking. A file arrives because a rule says it arrives, not because a famous man asked for it. A payment stops because a published standard says it should stop, not because somebody with a large following pointed at it.
I taught for a long time and this is the general lesson. Every temporary reformer faces the same test and almost all of them fail it in the same way: they use the whole term on the substance and none of it on the succession, because the substance is what they came for and the succession is boring.
So the answer to the question is conditional and the condition was set in the spring. If the four months were spent installing rules, it survives. If they were spent on actions the man personally drove, it does not, because nobody else can drive them.
Eleven weeks of evidence suggest the second. What would change my mind is a published table and a named officer, and neither has appeared.

A line that only runs when the owner is on the floor is a demonstration cell, not a line. And what I would flag is that this owner’s last day was on the calendar before the first day.
The hundred-and-thirty-day limit is a statutory feature of the designation. He was designated in late January and departed on the twenty-eighth of May, and he described it himself as his scheduled time ending.
In process terms, a temporary engagement with a known expiry is not a problem. It is the ordinary condition of every consulting arrangement in industry, and there is a standard practice for it: you build the standard work before the consultant leaves, and you run a period with the consultant present but not driving, to see whether the line holds.
Nobody does the second part willingly and everybody who skips it finds out why. The consultant’s presence masks whether the process is stable. You only learn the answer after he goes, at which point it is too late to fix.
That is where this is in August. Eleven weeks of running without the principal, and the reading on the gauge is what it is.
Here is what I would look at rather than at the noise.
Does the vendor file still arrive? Not whether somebody says the work continues — whether a person nobody has heard of can request contract data from an agency and receive it on a schedule. That is the single most diagnostic test and somebody inside knows the answer.
Has the improper-payment table been published? This Forum asked for it in March. It has not appeared.
Are the kill dates on unaccepted IT increments holding? Same question. A stop-pay that required a tweet is not a control.
And who signs? The operations lead, the senior counsel and the spokesperson left at the same time as the principal. If the signature authority left with them, there is no line.
I want to be fair about the opening. The access obtained in February and March was real and it did not exist before. A deputy with no public profile would not have got it, because the standard institutional response to an unknown deputy is a meeting, then a working group, then a pilot, then the calendar runs out. Fame defeated that, and defeating it was worth something.
But you convert a battering ram into a door. The ram was returned on schedule, exactly as the statute said it would be, and the question in August is whether a door was fitted.
Eleven weeks of quiet is data. Not conclusive, but data, and the direction is not good.

The famous name got the phone to ring. A number on the wall is what keeps it ringing. And the name was leaving on a date everybody knew.
A hundred and thirty days. That is what the designation allows, it was confirmed publicly in early February, and the arithmetic put the end at the back half of May. He went on the twenty-eighth and said so himself — his scheduled time ending.
Thirty years in this work taught me what happens when a temporary man leaves a permanent job undone. The crew goes back to what it was doing. Not out of spite — because the pressure came from a person and the person is gone, and nobody left behind has either the standing or the appetite to keep it up.
The way you stop that is to leave a rule instead of a reputation. A rule works for whoever is holding the clipboard next week.
So: was a rule left?
I do not see one. No published table. No statute. No officer whose name is on the decisions. And the senior people around him went out the same week, which tells you it was a crew rather than a department.
What I will say for the opening is that it did open something. Agencies produced material in February and March that they had spent years not producing to anybody, and the reason was that they could not wait him out. That was real and I would not pretend otherwise.
But the door was opened by a man on a hundred-and-thirty-day clock, and the clock ran out on schedule in front of everybody, and eleven weeks later the file still has no number on the wall.
Starter motor, not engine. And everybody knew the starter would stop.

East Texas has seen a big operator scare a yard straight and then leave. So let me price the asset that was purchased and what remains of it.
What was bought. Roughly four months of a person whose attention agencies could not outlast. That is the product, it is genuinely scarce, and it produced access that had not existed before.
What it cost. The statutory limit on the designation is a hundred and thirty days. So the asset had a fixed maturity from the moment of purchase, known to everybody, and no renewal option that did not require a different legal structure.
What should have been done with a depreciating asset of known maturity. Convert it into something permanent before it matures. In insurance we do this constantly — you use a temporary binder while the permanent policy is underwritten. What you never do is let the binder lapse and discover you have no coverage.
What the residual value is in August. Eleven weeks past maturity, and the observable outputs are a claimed savings figure of something like a hundred and seventy-five billion at the time of departure, and no published series behind it that anybody outside can reconcile.
That is the whole underwriting problem with this file and it has been since February. A claimed number that cannot be verified is not an asset. It is an assertion, and assertions do not survive the person making them.
So the answer to the question is that founder energy was the entire product, the product had a legal expiry date, and the conversion was not made.
Could it still be? Yes. A named officer, a published table with contract identifiers, and a standing access arrangement would do it, and none of those requires a famous person.
But the leverage that would have compelled them is gone, spent on schedule, exactly as the statute said it would be.

I draft succession plans for temporary offices, and the distinctive feature of this one is that the succession date was fixed by statute before the office was occupied.
The designation. Special government employee. Codified since 1962. Limited to a hundred and thirty days of service in any three-hundred-and-sixty-five-day period. The designation was publicly confirmed in early February; the term expired at the end of May; the departure was announced on the twenty-eighth of May in precisely those terms.
There is a legal advisory taking the position that the limit may be exceeded in unforeseen circumstances without prejudicing future eligibility, but the operative point stands: a known and fixed horizon, publicly established four months in advance.
What that requires of a competent design. Everything of value must be embodied in something that survives the term. In practice that means four things, none of which requires the principal:
Appointed authority. An officer, properly appointed, who signs. Advisory input from outside is lawful; decisions require an officer. The absence of one converts every recommendation into a request.
Documented access. A written arrangement with a legal basis, scoped and logged, so that data flows on a rule rather than on a relationship.
A published measurement series. Same definitions each period, so that a successor cannot redefine the metric and a predecessor cannot inflate it. This is the item the Forum has been demanding since March.
A referral pipeline. Matters requiring statutory change, packaged and transmitted to committees, so the legislative half of the work does not die with the executive half.
Assessment as of August. None of the four is publicly evidenced. What is publicly evidenced is that the operations lead, senior counsel and communications adviser departed contemporaneously, which is characteristic of a personal staff rather than an institution.
The analytical point, which is separable from any view of the principal.
Founder energy is a real and measurable input. It operates by raising the cost to an agency of non-response — not through legal authority, which an outside advisor lacks, but through the prospect of public attention. That is genuine leverage and it produced disclosure in February and March that had not been produced to anyone previously.
It is also, by construction, non-transferable. The successor inherits the office and not the following. Any design that depends on it therefore has a half-life equal to the principal’s public salience, and in this instance the statute set that at a hundred and thirty days.
So the question answers itself in the negative unless the four items exist, and the conversion window closed in May.
What remains available is a slower and less satisfying route: a statute. Congress could create the officer, the access, and the reporting obligation in a page. It will not, but that is now the only path, and it was the path this Forum recommended in question one.

I keep books, so let me post the term and the residue.
The term. Special government employee, a hundred and thirty days by statute, confirmed publicly in early February, expired end of May. He announced it himself on the twenty-eighth as his scheduled time ending. This was a maturity date, not a resignation.
Departed with him: the operations lead, the senior counsel, the communications adviser. Crew, not institution.
Claimed at departure: something on the order of a hundred and seventy-five billion in savings.
Published behind it: nothing anybody outside can reconcile line by line.
Not built: a named officer with signature authority. A quarterly table with the same definitions each time. A written access arrangement. A referral package to committees.
Four entries missing, and each of them was achievable inside a hundred and thirty days by people who knew the date.
So the answer is that founder energy was the product and the product had a printed expiry.
I will post the credit as well, because it is owed. Agencies produced material in February and March that they had declined to produce to anybody for years, and the reason was a man they could not outwait. That is real and it is the one thing on this ledger that a quiet deputy could not have delivered.
But a ram opens a door. The ram was returned on the day the statute said, and eleven weeks later there is still no number on the wall. Starter, not engine. And the starter came with a receipt showing when it had to go back.
